The Sustainable Agriculture Senior Associate will report to the Policy Coordinator. The position will be responsible for developing substantive inputs and analyses to the development, delivery, and assessment of work related to Sustainable Agriculture and Rural Development activities with limited supervision of a manager and in close work with the Ministry of Agriculture and Rural Development. Main responsibilities include but are not limited to: supporting and aligning the relationship with the Ministry of Agriculture (Including both Vice-Ministries and pertinent Directions) and other relevant actor at National and Subnational level, managing integrated processes and organizing effective program activities across Sustainable Agriculture and Rural Development GGGI´s activities.

PURPOSE
Reporting to the Policy Coordinator, the Sustainable Agriculture Senior Associate role is to oversee and integrate the implementation of Sustainable Agriculture and Rural Development activities for the Colombian Country Office (CCO). The successful candidate will:

Provide guidance and support in the coordination and technical advisory needed for the achievement of policy development and investment formulation under GGGI’s Sustainable Landscapes activities, particularly those related to the agricultural and rural sector;
Implement Sustainable Agriculture and Rural Development activities of GGGI’s projects/programs in close collaboration with GGGI’s team and partners;
Identify and pursue opportunities for technical advisory services around policy development and investment formulation under GGGI’s Sustainable Landscapes activities, particularly those related to the Sustainable Agriculture and Rural Development sector.
Provide support to the implementation of GGGI’s program in Colombia associated to sustainable landscapes and its associated topics (i.e. agriculture, rural development, etc.) that aim to achieving green growth objectives;
Provide support to project structuring for bankability in sustainable agriculture value chains linked to forestry, beef, dairy and others related in close partnership with government agencies, private sector and other relevant local stakeholders;
Provide technical inputs and support to the CCO team, including operations enabling division (OED), Project Preparation Facility (PPF), Subnational and Policy teams. Upon request, specific technical support to subnational jurisdictions and other CCO activities must be provided;
Support the development and implementation of multiple component(s)/workstream(s) and provide technical input to deliver a portfolio of services under the guidance of the Policy Coordinator;
Compile best practice and through research case studies and other illustrative materials which give practical guidance to project development.
ENGAGEMENT
Works closely (potentially embedded) with national counterparts to build cooperative relationships and establish the organization as an effective partner for policy delivery, particularly with the Ministry of Agriculture and Rural Development, the UPRA, Agrosavia and other related sectoral institutions;
Align and support the relationship of GGGI and the Ministry of Agriculture and Rural Development and other relevant agriculture-related institutions within the context of the MoU signed with this institution or what replaces it in time;
Articulate and sustain GGGI´s engagement with Ministry of Agriculture and Rural Development and other Rural Development relevant related institutions;
Identify, develop and sustain strong networks among other international cooperation agencies, NGOs, government institutions, private sector stakeholders and other relevant parties that could support and facilitate GGGI´s delivery, scalability and impact.
Engage in stakeholder mapping and support facilitation of discussion between investors, government and various stakeholders.
DELIVERY
Assists in Colombia-GGGI-Norway Green Growth Program (Phase II) design, development and implementation and understand project methodologies and is able to provide a wide range of contributions in support of delivery of components/workstreams in the country program;
Ensure project delivery in time and within budget, securing monitoring and reporting as per GGGI´s standards and requirements;
Understands Colombia-GGGI-Norway Green Growth Program (Phase II) project cycle and is able to organize his/her analytical work to ensure that deliverables are provided in a timely manner to support subsequent work and consistent with the workplan and project cycle;
Identify issues impacting consistent service delivery, recommend remedial solutions and propose areas of continuous improvement for effective project delivery;
Provide timely information to monitor project implementation and execution, as well as be responsible for developing all reporting information required for donor reporting purposes;
Anticipate client requirements and ensures alignment of services to meet client needs; including particular programs such as the JDI, the Biocarbon Fund and others that are relevant for meeting sectoral climate mitigation commitments;
Assess delivery issues and identifies potential solutions in consultation with key national counterparts to build common understanding and implementation of project activities;
Elaborate and conduct technical and economic analyses to address green growth opportunities and provide relevant advisory services for sound regulatory and policy design and implementation;
Apply enough technical skills to acquire relevant information/knowledge from a variety of sources in support of delivery of a good quality output;
Coordinate closely with the Colombian subnational team and PPF as needed to build complementary capabilities and stronger technical delivery to government and private sector partners towards achievement of program goals and desired impact;
Participate in any other relevant activities deemed necessary for the development of GGGI’s Colombia programme, including monitoring and evaluation of the Sustainable Landscapes related activities.
REQUIREMENTS

QUALIFICATIONS
Graduate degree in rural sustainable development, land-use/agricultural economics, engineering or similar;
At least 5 years of relevant experience in the promotion and implementation of low-carbon, sustainable agriculture, and shared value chains and sustainable rural development;
Over 3 years of relevant experience on projects/programs design, development and implementation;
Understanding of Colombia´s land-use, agriculture and overall rural development institutions, problems, policies and general state of the art;
Knowledge of green growth approaches to advancing on sustainable landscapes objectives, involving both private and public sector;
Field experience and context understanding of rural development institutions, bottlenecks, issues and policies at the national and local levels;
Proven experience and understanding of the private sector agroindustry and sustainable agribusiness in Colombia;
Experience working with local communities, indigenous peoples, or other rural and forest dwellers in the implementation of sustainable agriculture implementation;
Exceptional analytical and quantitative skills; capacity for synthesis, presentation and communication; and strategic thinking skills;
(MANDATORY) Must be a Colombian citizen, or a foreigner holding a valid Work Visa.
